Lou Pena's Optimism After His Hearing

Regarding this article http://www.harnesslink.com/www/Article.cgi?ID=100414 in Harnesslink, I think this is spin on the part of Lou Pena. I don't see the hearing going his way. While I do believe the purse money may not have to be repaid, the board will still nail him hard because vet records or billing records, it appears he violated the withdrawal rules.

That being said, he may find the relief he wants via the court system. Anyone else have thoughts?

I saw a picture of Lou today and immediately thought of 'Ponch' the character played by Erik Estrada in the late 1970's TV Cop show, C.H.i.Ps.
