The Victorian Civil and Administrative Tribunal (VCAT) has heard the application for review of Mr Geoff Small in regard to the decision of the Harness Racing Victoria Racing Appeals and Disciplinary (RAD) Board to convict him of breaching Australian Rules of Harness Racing 190(1) and 196A (1) (ii).
