We need to tweak the way Suspension are calculated

I am forever reading in Racing Appeals and Disciplinary Board decisions:

In arriving at this penalty the HRV RAD Board noted ^#&*'s guilty plea

I think they need to state exactly what the discount is for such a plea so that if the party then chooses to Appeal to VCAT
They risk losing that discount
as any benefit the industry gains from a guilty plea (as opposed to a contested hearing)
is negated by all the rigmarole with applications for stays and appeals to VCAT
