Leading harness racing horseman Todd Mitchell has presented a horse to the races with an elevated TCO2 level for the second time in 12 months. Mitchell is under investigation following a sample taken from Maiden pacer Covert Action who subsequently ran third at the Cambridge-Te Awamutu Harness Racing Club's meeting held on April 28.
