Whipping or the Lack of

There is a lot of controversy in North America regarding whipping. How is whipping being regulated in Europe. If I recall correctly, Norway doesn't allow whipping at all. How long did it take the gamblers from Norway to accept the lack of whipping. Did handle drop in the long run as a result of this?

The whip rule changed in Australia too and I first thought that it would definitely affect the results of races but since the whip rule came into force, the Australian mile rate record was broken four times (all at the same track within the space of a year and a half)...
