I am under the impression that in some European countries studs must be approved for stud duty. Can someone explain to me how that works? Can studs not approved still bred? What is the rationale for it?

As in Stud/Haras or Stud/Stallion
The Stud Book inspects your property . A record of service booklet is issued for each stallion, the booklet
must be completed every day with the breedings that have taken place, the stud book may audit you at any time
during the season.
Your stud or stud could breed and the resulting offspring would have to deliver milk.
