I have not seen the races but reading how much he won, I did think he probably stood to win more in prizemoney if his horse won so if he is deemed to have still been driving to win, then maybe his bets could almost be considered 'saving bets'. A lot of 'ifs' I know but maybe some reduction was warranted.
