Probably spot on Kev- a loyalty race. I don't disagree with these types of conditions on a race. It helps the locals and more importantly keeps out "swoopers" looking for easy money. Tasmania seems to do a race like this every meeting but with not as much prizemoney and I think WA may have introduced a few races like this as well. I think this may be a strategy being slowly introduced by the states in regard to a lot of complaints about local trainers , owners, hobbyists etc being pushed out of the winning circle and eventually the game. A bold move and a good move by the Mildura Racing club. Some very good horses in the race though and right down to some local C-3's
