Colin, this usually occurs when a mare or gelding is given away to be used as a riding hack , a companion horse or pet. The original owner wants to be sure the horse is not put back into training or bred with again.
With a mare the owner may know that she is incapable of getting into foal and doesn't want a new owner to resell the horse without disclosing this.
