Will add that they were not complete duds altogether. They made great kids ponies and had long and happy lives , spoiled rotten.

The horse has had 3 starts for 3 seconds so I think he means that it has been runner up every time.
What it mean's is the horse has had 3 run's that didn't suit his racing style incl the last one which in the tipster's mind was a very good run and perhap's from the draw he should win this one ( my interpretation )
