HRV signs sharing agreement with RSPCA

    22 December 2016
    by Trots Media

Harness Racing Victoria (HRV) has signed an information sharing agreement with the RSPCA.
HRV Chairman Dale Monteith said they had acknowledged animal welfare must be at the forefront of all decisions and this landmark agreement would strengthen ties of communication between the industry and the RSPCA.
“The sharing of information between RSPCA and HRV investigators ensures open communication between the two organisations, who share a common goal in regards to the important area of animal welfare,” Mr Monteith said.
“We are pleased to be able to announce this agreement today. HRV is as serious about animal welfare as the RSPCA and this decision will be welcomed by the harness industry.”
RSPCA Victoria Chief Executive Officer Dr Liz Walker said the information sharing arrangement would help to ensure animal welfare was a priority within the harness racing industry.
“This agreement will formalise the exchange of information between our respective investigations units,” Dr Walker said.
“We would hope that the sharing of this information about prosecutions and animal cruelty offences will help keep industry participants accountable for the welfare of the animals involved.”

I am confused as to why whips are banned forever but people putting cobalt etc into their horses don't get banned forever?

Exactly. For the life of me I do not know why some positive swabs are not handed straight to the RSPCA & or THE POLICE.

AND IMO ALL SWAB RESULTS SHOULD BE MADE PUBLIC.

Note the driver of Milady Denver, who had been one of the Clerks of Course up until that race. and if i'm not mistaken, in his jodhpurs and riding boots, after a quick change.

How did this transition take place?
During the long delay after the race crash in the preceding race Kate Gath and John Caldow seem to have left Charlton to drive at Ballarat that night, leaving 2 horses without drivers.
(The stewards report: As Kate Gath, driver of Manassa Sky, and John Caldow, driver of Mylady Denver, failed to remain on-course to fulfill their respective drives and elected to proceed to the Ballarat night meeting an inquiry was adjourned.)

So Glenn Douglas was recruited, ( Glenn Douglas trainer of Half Crown Gap in this event was allowed permission to drive Manassa Sky due to exceptional circumstances in that their were no other available drivers) and so was one of the Clerks of Course !

The result? Glenn won the race, while the Clerk of Course/driver copped a fine of $100 for "lack of control". That's a bit tough !
Looks like the stewards had a change of mind as in the steward's reports now, the driver of Milady Denver ( the Clerk of Course) received a caution for lack of control
    That's better !
