Can happen Brenno depending on how far the field has gone after the start and that is at the stipes discretion I believe, the point being the dependance on the horses' fatigue level.
On rare occasion there is an early race tangle, and then a re run occurs, have you ever seen the re run shafted to the last race of night?
In the handful of reruns a year they tend to usually be still in race book order in my experience.

I have some recollection when I was much younger of races being rerun after the last...I seem to think this may of been greyhounds though. That all said, and I may be wrong but I seem to recall that the new tote computers cant process races out of order. As I said, I may have this wrong, just something again my mind is dredging up.
