Breaking story in the Herald Sun is sure to chuck a cat amongst the pidgeons at HRV. Take from the story what you will but I have lost a lot of interest in the game over the years as the sport's administration has become more centralised and "professional". Seems the Maryborough club thinks the same way!

HARNESS Racing Victoria is in turmoil after a country *racing club hid almost $1 million from it.

Maryborough Harness Racing Club president Peter Egan and secretary Les Chapman have been charged under racing rules for concealing the money.

But they have claimed that Harness Racing Victoria chief executive David Martin asked them to resign to avoid an *investigation.

They also claim he asked for a $150,000 donation to other clubs from the hidden money.

Mr Chapman told the *Herald Sun he would fight the charges.

“David Martin said that if we were to resign at the (October 2017) annual general meeting and don’t say a word to anybody, then no *action would be taken,” Mr Chapman said.

“He said, ‘If you don’t, we will investigate and bring in other bodies to investigate’.” The Herald Sun understands Mr Martin denies those claims.

The secret pot of money, squirrelled since about 1984, was gathered from returns from the TAB. Before it was privatised, the TAB would hand over the few cents to *racing clubs from winning bets on which it rounded down *payouts to the nearest 5c.

The Maryborough club put the money into a term deposit account and reinvested the total every year.

The account grew substantially, partly as a result of high interest rates in the late 1980s, and totalled $906,475 by 2015, when the club acknowledged the secret cash.

The account was never *discussed at board meetings, the club fearing HRV would seize the cash.

HRV hired accountants to investigate in 2015. They found there had been no personal gains. but Consumer Affairs Victoria disclosure laws may have been breached.

Mr Chapman said the club was being penalised for running a sustainable operation. “The money was clean and it is owned by the Maryborough Harness Racing Club,” he said.

“It’s very disappointing the board of Harness Racing Victoria has gone down this road.”

In February 2016, the club was ordered to pay $50,000 *towards governance training for all clubs as a punishment for the hidden money.

An HRV stewards investigation was reopened in November last year, with charges handed down to Mr Egan and Mr Chapman on August 8. The hearing will be on October 10 at Flemington.

HRV said in a statement: “As this matter is currently *before Harness Racing Victoria’s Integrity Council, it would be inappropriate to comment.”

We posted about this in the Integrity Matters thread a few days ago but it is now MUCH bigger
With such claims against the CEO, does he need to stand down until the matter is heard - October 10 is too long to wait

Carol, the problem is the following quotes from the Herald Sun article:

“He said, ‘If you don’t, we will investigate and bring in other bodies to investigate’.”

This is a serious allegation. Is this accusation the subject of a separate investigation as the Oct 10 hearing may deem it irrelevant to the charges against the Maryborough official?

If the racing minister wont stand down while he is under police investigation then there is little chance of the CEO standing down.

Maryborough has been one of the best run clubs for decades , I guess they just wanted to keep their money away from people that would waste it.

I would think that the Chairman Dale Monteith at the very least has to make a comment to clarify things - maybe they are adopting the 'ignore it and it will go away' approach

MARYBOROUGH Harness Racing Club officials Les Chapman and Peter Egan have escaped further sanctions for keeping almost $1 million in a secret account.

A Harness Racing Victoria integrity council hearing recommended to clear the pair this week.

Mr Egan, the club’s president, and Mr Chapman, the secretary, had failed to declare a bank account to Harness Racing Victoria for almost 30 years.

Harness Racing Victoria chair Dale Monteith said he would review the independent panel’s recommendation.

“Like any sporting organisation, we don’t believe it is acceptable for any administrator to deliberately falsify accounts and hide revenue to conceal an organisation’s true financial position. It is not acceptable in any form of business,” Mr Monteith said.

“The community has the right to expect the highest level of integrity from sporting administrators and for them to uphold the integrity of the sport they represent.”

Mr Chapman told the Herald Sun in August that the club was being penalised for protecting its members.

“The money was clean and it is owned by the Maryborough Harness Racing Club,” he said at the time.

“It’s very disappointing the board of Harness Racing Victoria has gone down this road.”

Each to there own opinion, but I see this as a positive story. What HRV would do with that money is anybody's guess. I am afraid, though, payback will come somewhere down the track. The Redwood meeting being moved to Melton, perhaps?

As the opening post in this thread states/quotes - the club/matter was dealt with in Feb 2016

A couple of people have suggested to me that I have been a bit harsh in respect to our CEO in earlier posts and that he was only trying to offer the Maryborough officials a 'quiet' way out and I take it onboard that some conversations should have been considered private by the Maryborough officials rather than quotes for the newspapers

Just to clarify, going on the dates included in post #1, what looks like a HRV 50 grand fine would have had nought to do with the current CEO?

From that post Wayne it appears that the previous administration and CEO levied a $50,000 penalty on Maryborough as a result of their investigation, the article does not indicate if Maryborough have paid that penalty. The press article also includes an allegation of the current CEO asking Maryborough to provide $150,000 to other clubs in addition to the two officials resigning to avoid an investigation.

I did read that Dot. Never a good thing to comment on allegations but interesting that both the initial fine and alleged figure were both to go to the other country clubs, not directly to HRV.

Got to wonder if the "integrity council" investigated the allegations against the HRV board and the boards role in this case ? There is no mention of that. If the integrity council doesn't police stewards and HRV board members what use is it ?

No word on the allegations made against HRV ? Was the integrity commission allowed to investigate them ?
