HRV HRA Webpage problem - no Fields

Is everybody getting the following message when they try to click on any fields

Access Denied: Rate Limit Exceeded.

In the meantime, I have discovered that you can click on Form Guide

I have been told that this is managed by RISE not HRV/HRA
Now having emailed them too, they have replied that they are looking into it
