Why is Nsw the only state constantly catching cheats?

Better testing, more testing. Cheating doesn't start and finsh at state borders. So why are the other states so far behind?

I was wondering about this myself Jack but it is not necessarily a given that every state has to be as riddled with cheats as NSW - maybe they are and maybe they aren't. While cheating does not start and finish at state borders, we all know that some neighbourhoods are more dangerous than others and some families have criminal ties so maybe cheating can be more concentrated in one state.
I am not convinced it is but we do have to remember that not long ago NSW had stewards involved in cheating

How is it possible vic trainers rarely get a positive here, yet when they go to nsw they get done????? I would like to know how many of the swabs hrv take they are actually testing, or is this another way they are cutting costs by hardly testing any swabs?????

They dont mess around in NSW - a positive test at Menangle on May 23 and 9 days later outed for 4yrs
