MELTON Race 3 Last Night

What does it take to draw the attention of the starter? He wasn't observant firstly to see how far back #1 was and then to miss JH's hand go up (well before the release). I know he doesn't make many wronguns but this was a shocker. Certainly not as bad as the standing starts in NZ

When was the last time they called a runner a non-starter, I wonder it's possible in this instance. Or did that happen?
