From the USTA website, further proof of how dependent US Harness is on 'other' forms of income:
the Florida Senate approved a measure Tuesday (May 18) that would allow racetracks and other gaming sites to host some other forms of gambling, effectively ending harness racing in the State of Florida
...... is pitting parts of the horse industry against other parts
......lawmakers had indicated an interest in also nixing the proposed decoupling of harness racing from casino operations

Imagine having (had?) such protections
The above was about the senate while harnesslink news reports:
reports that the Florida House committee amended the gambling bill to preserve standardbred horse business.
The House gaming bill would not decouple harness racing from gaming rooms.
Florida’s standardbred horse breeding business was thrown a lifeline Tuesday (May 18) when a House committee amended the gambling “decoupling” bill to require that Florida’s only harness racing track continue racing in order to keep its game room open.
The amendment adopted Tuesday by the House Select Committee on Gaming diverges HB 7A from its Senate counterpart.
