I don't think the Stand Down rule applies if they are scratched prior to acceptance time. There is usually a $40 charge for a "look' if you withdraw your nomination prior to closure of acceptances. When you move into fields , then its stand down or vets etc if the horse is scratched. The Barrier draw for the Kilmore Cup is PBD/$L4 and that information for each horse is available on the Noms . Both of those horses would have high $L4 so maybe connections decided to pass .

On late noms and viewing stand down status. Pretty sure anyone registered for harnessweb can view but thinking about it more, if they are stood down it may not show until after the meeting is run i.e. horses are stood down for the various periods from midnight of the meeting date. A horse could scratch from tomorrow, and cop a stand down, but can be a runner in a race today.
On scratching without penalty prior to release of fields, my understanding is once you've entered as a late nom (acceptances extended) scratching penalties will apply from the original acceptance time, the same as all horses nominated. That would be reasonable as all noms could scratch with a $40 fee and no stand down prior to the extended acceptance time which could decimate field numbers.
