Can you really go so far inside the track and be allowed to rejoin the race?

Doing the form for R1 at Maryborough today I came across this replay from St Arnaud

    https://www.harness.org.au/racing/fi...23#SAC23012306

I reckon Ernielovenboy even touched the grass
Michelle was doing the right thing by other drivers by pulling him inside the track when he galloped while sitting behind the leader
But in my book he was then Out Of The Race

We have First Four betting so it is relevant

    The Stewards determined:

All clear was withheld to enable Stewards to review the footage rounding the final turn when Ernielovenboy (4th place) galloped and shifted inside the line of marker pegs. As Michelle Phillips, driver of Ernielovenboy had complied with her obligations in accordance with rule 154(1), and that gelding had lost ground in a gallop and returned back outside of the marker pegs at the earliest opportunity without gaining an unfair advantage or causing interference to any other runner, all clear was then declared on the placings declared by the Judge.
